Title:
Human
Resource Management in the Ministry of Education: Challenges and Proposed
Solutions in Light of the Strategic Plan
Abstract:
This study aimed to examine the degree of performance of human resource
management (HRM) functions, the challenges they face, and the proposed
solutions to overcome them in light of the strategic plan, from the perspective
of educational leaders in Jordan. The study sample consisted of 148 educational
leaders working at the Ministry of Education.
The
findings revealed that the overall performance of HRM functions in the Ministry
was at a moderate level. Human resource planning ranked first with a high
degree, followed by recruitment and employment in the second place with a
moderate degree. Training came third with a moderate degree, performance
evaluation fourth with a moderate degree, and finally, salaries and incentives
also at a moderate level.
The
study also found no statistically significant differences (α = 0.05) in HRM
performance attributed to gender, qualification, or experience. The most
critical challenges identified were the lack of salary-performance linkage and
insufficient financial incentives. Recommendations included revising the
strategic plan to focus more on HR functions, particularly salaries,
incentives, and performance evaluation.

Title:
The
Degree of Acceptance of Feminizing Secondary School Administration among
Teachers and Principals of Public Academic Secondary Schools in the Capital
Governorate
Abstract:
This study aimed to examine the degree of acceptance of feminizing secondary
school administration among teachers and principals in public academic
secondary schools in the Capital Governorate. It also investigated whether
statistically significant differences (α = 0.05) exist in their acceptance
levels according to job title, academic qualification, and years of experience.
The
study population consisted of 1,100 teachers and 69 principals, with a sample
of 270 teachers and 69 principals. Data were collected using a
researcher-developed questionnaire, verified for validity and reliability,
consisting of 37 items across four domains: administrative, technical, social,
and value-related.
Findings
revealed that teachers’ acceptance of feminizing school administration across
all domains was low (M = 0.578), while principals’ acceptance was moderate (M =
0.63). Among teachers, the highest acceptance was found among community college
diploma holders, while the lowest was among those with master’s degrees or
higher. Conversely, principals with master’s degrees or higher showed the
highest acceptance, while diploma holders showed the lowest. Both teachers and
principals with longer experience demonstrated greater acceptance, while those
with less experience showed lower acceptance, with no significant differences
across the variables.
